The duties of the department head is the administration of the financial affairs of the City, under the direction of the City Manager.

The Finance Department is responsible for collection of income tax, they pay vendors and employees, issue financial statements and reports, and keep records of all financial transactions.

The Conneaut income tax is a 1.8% tax on earnings, and residents have a mandatory filing requirement.
